The 26-year-old midfielder is currently on international duty but limped off with a ‘severe dead leg’ during Tuesday’s 1-1 Nations League draw in Germany.
And City are expected to officially approach their Premier League rivals after Phillips has returned from England duty.

Pep Guardiola has set their sights on securing a new central midfielder, with Phillips top of a list of replacements for departing captain Fernandinho.
The Brazilian said farewell to fans at the Premier League title parade as he heads back to Athletico Paranaense after nine years at the Etihad.
Phillips has been identified as possessing the perfect profile for the squad and City are expected to pursue him in the coming weeks.

Leeds have signed Rasmus Kristensen from Red Bull Salzburg in a deal worth up to £10m.
As Sportsmail reported, the 24-year-old flew in from Denmark’s international camp to complete his medical on Wednesday and agreed a five year contract.
Kristensen turned down Borussia Dortmund to link up with former boss Jesse Marsch and said: ‘He is a big part of my decision. I fit his style of football.’
