Julen Lopetegui will be required to work within a revamped transfer structure if he continues as Wolves manager with the club targeting hidden gems with resale value.
The Spaniard will hold talks with chairman Jeff Shi in the coming days, with Wolves needing to show caution in the market to stay within Financial Fair Play rules.
Lopetegui is keen for continued investment and his future will be in doubt if he is unhappy with what he hears.
Mail Sport understands Wolves will be targeting players in the £8-15million bracket – but first they need to raise money from sales, with £45m-rated skipper Ruben Neves the prize asset.
Goalkeeper Jose Sa, wide men Pedro Neto and Daniel Podence and defender Max Kilman are also admired.

Several big players including Ruben Neves (pictured) could be set to leave the club, which would boost their overall transfer funds
First-choice goalkeeper Jose Sa is also being linked with a move away from the midlands outfit
‘We are talking in a healthy environment, in a positive way, trying to know better what is going to be our real situation,’ said Lopetegui, who is under contract for two more seasons.
‘I have a contract here. I am a coach for next year here now. But we will see what will happen because this is football, it is important to talk.
‘Maybe it is going to be a very difficult situation to improve because if you don’t have money and you have to sell a lot of players and you can’t invest it is going to be more difficult for us.
‘That is why it is very important to be ready for the next season and why I want to know more about our possibilities to have more clear my future next year.
Lopetegui will be looking to sign players within the £8-15million price range this summer
‘After I have seen this picture I can transmit my thoughts about the next year.
‘Now is the moment to talk, now is the moment to discuss, now is the moment to take a decision, not after one or two months. It is now.
‘It is new for me to know about financial problems. I didn’t know about them before. I am not thinking we are going to sign from Real Madrid or Barcelona.
‘I am not asking for incredible signings. I am thinking of signing good players, young players, maybe Championship players.’
