Despite it being reported that the Spurs star would be out of action for a minimum of several weeks, he started their match against West Brom on February 7 and played the majority of their FA Cup loss against Everton just three days later.
The former Arsenal manager believes that Kane needs more time to recover from his ankle woes, with it being a recurring issue for the England captain, as he doesn’t look at his best since his return.
Wenger told beIN Sports: ‘What we have learned from Tottenham, like I said before the game, Lloris doesn’t look to be at his best.
‘Nor is Harry Kane. He looks physically, fitness-wise, not completely ready to play at that intensity.

‘To me he looks still a bit injured on his ankle when he got hurt one time, he went down quickly and it was not a big hit.
‘So with that handicap, Tottenham will have a difficult game.’
Meanwhile, former Tottenham midfielder Jamie Redknapp sympathised with Kane, explaining that he must be frustrated not playing in a team as good as Man City.
In their defeat on the weekend, Kane didn’t get a sniff in attack and spent most of the match helping out with his team’s defensive duties.
‘Harry Kane, the best thing he did was have four headers away from his own goal,’ Redknapp told Sky Sports.

‘Kane must be thinking, ‘if I played in that side, how many goals would I get?’
‘Most of his work today was tracking back for his own team.
‘Kane must look at that thinking, ‘I want touches, I want to be the main man. My only shot on target was a free-kick.’
‘He wants to be involved in open play, he’s coming so deep to get the ball – he won’t be happy doing that.’
