Chukwuemeka started playing football at the Northampton Town academy, before switching to Aston Villa in 2016.
Chelsea signed the young prospect for £20million in the summer of 2022 in a six-year deal seeing off competition from Borussia Dortmund and Barcelona.
AC Milan had offered £3million prior to Chelsea agreeing to meet Villa’s asking price.
Chukwuemeka had a year left on his Villa deal but had opted against signing an extension due to concerns about his playing time.
Villa CEO Christian Purslow once described him as ‘probably the best 16-year-old in England’.
Southgate has already seen other players turn down England.
Jamal Musiala represented the Young Lions at youth level, going on to feature for England Under-21s before last year confirming he would play for Germany.
The midfielder joined European giants Bayern Munich from Chelsea and also spent time in the Southampton youth set-up after his family moved from Germany to England when he was seven.
