AC Milan has made an improved $24million bid for Chelsea winger and USA star Christian Pulisic.
The USA international has made it clear to Chelsea he only wishes to join Milan who made an opening offer of $15m plus add-ons at the weekend.
Lyon made a rival bid but Pulisic told Chelsea he would not join the French side irrespective of their offer.
Lyon have since been told by the French football finance watchdog that they face sanctions over budget irregularities.
Pulisic, who cost Chelsea $74m from Borussia Dortmund, is one of 11 players who could leave in the coming days.

Milan knows Pulisic wants to join after four years at Stamford Bridge.
The two clubs have worked together on a number of transfers over recent seasons, involving Olivier Giroud, Fikayo Tomori, Tiemoue Bakayoko and, most recently, Ruben Loftus-Cheek – who signed for Milan last month.
Pulisic made only eight Premier League starts last season for Chelsea, who are beginning life under new manager Mauricio Pochettino.
But the winger remains a key player for the USMNT, having scored 23 goals in 57 international appearances.
